In 1990 the Growth Management Act was created to set policies to sustain growth and prevent urban sprawl in Washington State. Many policies and decisions made at the federal, state, and regional levels have influenced the quality of life in Edgewood. As a response, the city felt the best way to maintain local control is to be involved in active planning. By creating a "Comprehensive Plan", the City of Edgewood identified concerns and goals of the community and then planned for how these goals would be carried out. The Comprehensive Plan had to be consistent with the Growth Management Act of Pierce County and also with Vision 2020 set forth by the Puget Sound Regional Council that calls for directing future growth into urban centers and serving those centers with a regional transit system.
